Education Cabinet Secretary Julius Migos has reaffirmed the government’s commitment to transparency and accountability in the management of school funds, following the allocation of KSh702.7 billion to the Ministry of Education in the 2025/2026 national budget. The announcement was made during the inaugural National Retreat of Public Universities Councils in Mombasa.
The allocation, which represents nearly 28% of the KSh4.239 trillion national budget, far exceeds UNESCO’s recommendation of 20%, signaling the government’s prioritization of the education sector.
“We will try as much as possible to ensure those resources are utilized optimally and effectively, without undue wastage, to cover the largest number of our students,” said CS Migos. He added that the Ministry will intensify audits across learning institutions to curb misuse and misappropriation of public funds.
The Teachers Service Commission (TSC) is set to receive the lion’s share KSh387.2 billion which includes KSh7.2 billion earmarked for the recruitment of 24,000 intern teachers in the first quarter of the financial year. This move aims to address the teacher shortage in public schools and improve the quality of education.
The budget also includes KSh5.9 billion for the administration of national examinations, KSh3 billion for the School Feeding Programme, and KSh7 billion for Free Primary Education. CS Migos assured that the feeding programme, which supports learners in Arid and Semi-Arid Lands (ASALs) and informal settlements, will remain fully funded to boost school attendance and retention.
In a strong stance against unauthorized charges in public schools, Migos welcomed a recent High Court ruling that declared extra levies imposed by schools unlawful. “Those levies are illegal. The court has affirmed our position that no levy should be added by school administrators to parents because we provide free education and capitation to all institutions,” he stated.
The Ministry’s enhanced oversight measures aim to ensure that public funds in the education sector are used prudently and benefit the intended learners across the country.
