Education Cabinet Secretary Julius Migos Ogamba has announced a raft of appointments and reappointments to various education councils and university boards, signalling continuity and fresh leadership in the sector.
In a Gazette notice dated August 8, 2025, Ogamba confirmed the reappointment of Habat Sheikh Abdi as the non-executive chairperson of the Council of the Kenya Institute of Special Education (KISE) for another three years, effective immediately.
Habat, a decorated education administrator honoured with the Order of Grand Warrior (OGW), boasts over four decades of distinguished service. Established in 1986 through Legal Notice No. 17, KISE is mandated to train personnel in special needs education, conduct research, assess children with disabilities, and develop specialised learning materials and assistive devices.
The CS also unveiled new leadership in other institutions. Musangi Mutua has been appointed non-executive chairperson of the Garissa University Council for a three-year term, while Prof. Stanley Khainga takes over as chairperson of the Kaimosi Friends University College Council for a similar duration. At Rongo University, Jones Musyoki Kimeu joins the council, replacing Willy Kioko Malile, whose appointment was revoked.
Appointments also extended beyond the education sector. Water Cabinet Secretary Eric Mugaa reappointed Hafswa Abdalla, Judith Mwamburi, and Mohamed Masoud to the Coast Water Works Development Agency board, and Millicent Oduor and Mwita Maisoro to the Lake Victoria South Water Works Development Agency. New appointees include Hared Singira and Anastacia Njoroge (Tana Water Works), Beatrice Musyoki (Tanathi Water Works), Stephen Kipkebut and Stellah Karimi (Regional Centre on Groundwater Resources), and Mung’athia Nicholas (Athi Water Works).
In agriculture, CS Mutahi Kagwe named Musa Abdullahi to the Board of Trustees of the Commodities Fund. Meanwhile, ICT and Digital Economy CS William Kabogo revoked the appointment of Musangi Mutua to the Communications Authority of Kenya board.
In the transport sector, Roads and Transport CS Davis Chirchir reappointed Alvin Habwe to the Kenya Railways Corporation board for another three years.
The series of appointments reflect a government drive to blend experience with new leadership across critical sectors, aiming to strengthen institutional governance and service delivery.
