The Central Bank of Kenya (CBK) has called on members of the public and stakeholders to submit feedback on two key draft documents that aim to deepen financial inclusion and strengthen credit regulation in the country.
The first is the National Financial Inclusion Strategy (NFIS) 2025–2028, which seeks to build on gains made over the past decade while addressing fragmentation in existing policies and initiatives. According to CBK, the new framework will coordinate financial inclusion programmes, create synergy among stakeholders, and expand access to affordable financial services across Kenya.
“The strategy seeks to coordinate financial inclusion initiatives in the country; address fragmentation in policies, initiatives, innovations, and programmes targeting financial inclusion, and create synergy among stakeholders,” CBK noted in its announcement.
The draft NFIS has been published online, and the public is encouraged to submit views using the official template available via Microsoft Forms, through a QR code shared by CBK, or via email at NFIS@centralbank.go.ke. Written feedback can also be mailed to the Director, Research Department, Central Bank of Kenya, P.O. Box 60000 – 00200, Nairobi. The deadline for comments is Thursday, October 9, 2025, at 5:00 pm.
In a related initiative, CBK is also seeking input on the draft Credit Guarantee Business Regulations, 2025. These regulations follow amendments to the CBK Act under the Business Laws (Amendment) Act, 2024. They require all entities engaged in credit guarantee activities to be licensed or registered with CBK within five years.
The proposed framework sets out requirements on governance, licensing, risk management, and operational standards. CBK emphasized that credit guarantee providers play a vital role in ensuring that Micro, Small, and Medium Enterprises (MSMEs) can access affordable and sustainable credit.
