Human rights defender Irũngũ Houghton has suspended his role in the Panel of Experts on Compensation of Victims of Protests and Demonstrations.
The move comes after the High Court in Kerugoya issued orders temporarily halting the operations of the panel earlier this week.
Houghton’s Statement
On Thursday, Houghton clarified that he has not taken part in any meetings or activities of the panel since his swearing-in.
“Let it be understood that apart from the swearing in, I have not participated in any meetings or activities with or for the Panel of Experts on Compensation of Victims in Protests and Demonstrations,” he said.
He further noted:
- His decision respects the rule of law and judicial oversight.
- He will only resume participation once the court provides direction.
Advocacy for Accountability
Even as he stepped aside, Houghton reaffirmed his long-standing call for justice. He pushed for:
- Prosecution of those responsible for unlawful killings during protests.
- Reparations for victims and their families.
- Guarantees of non-recurrence in cases of excessive policing.
Court Orders
On Monday, Justice Kizito Magare suspended the implementation of President William Ruto’s directive establishing the compensation framework.
The ruling:
- Stayed the commencement of the panel’s mandate.
- Suspended Gazette Notice No. 12002 of August 25, 2025.
- Restrained state agents from acting on the presidential proclamation of August 6, 2025.
Next Steps
The court directed:
- Respondents and interested parties must file responses within seven days of service.
- The applicant has until September 24, 2025 to file submissions.
- Respondents have until September 30, 2025 to reply.
The case will be mentioned on October 6, 2025, for further directions.
