The Kenya Sugar Board (KSB) has announced a mandatory registration exercise for all companies, organizations, and individuals involved in repackaging sugar for retail sale. According to a statement issued by the Board, all sugar re-packagers must complete their registration through the Integrated Management Information System (IMIS) portal by November 17, 2025.
The directive is aimed at enhancing traceability, quality assurance, and consumer protection within Kenya’s sugar industry. The KSB emphasized that registration will help monitor compliance with hygiene, packaging, and labeling standards under the supervision of the Kenya Bureau of Standards (KEBS).
“All persons, companies, or organizations engaged in the re-packaging of sugar for retail sale must submit their applications online via the Kenya Sugar Board’s IMIS portal,” read part of the statement.
Applicants are required to upload several supporting documents, including:
- Certificate of Incorporation or Business Registration
 - Valid business/trade licence
 - Premises layout and hygiene certificate
 - Proof of sugar source (manufacturer/importer agreement)
 - Quality management and traceability system details
 - Certification of conformity (from KEBS or equivalent)
 - Tax compliance certificate
 
The Board stated that these requirements are essential to ensure that all sugar sold in the market is authentic, hygienically handled, and traceable to its origin — whether locally produced or imported.
KSB further warned that companies failing to comply by the deadline risk facing enforcement actions, which may include suspension of operations or legal penalties.
Repackaging, the Board noted, plays a crucial role in maintaining the integrity of sugar products in small retail formats while safeguarding consumers from counterfeit or substandard goods.
This new regulation is part of ongoing efforts to restore order in Kenya’s sugar sector, which has faced persistent challenges related to illegal imports, counterfeit packaging, and quality concerns.
