Kenya has solidified its position as a key player in the global energy sector following the appointment of Energy and Petroleum Regulatory Authority (EPRA) Director General, Daniel Kiptoo Bargoria, as Vice Chair of the International Confederation of Energy Regulators (ICER). This appointment marks a significant milestone for Kenya’s energy leadership and regulatory influence on the global stage.
ICER is a voluntary, not-for-profit framework that brings together over 200 energy regulators worldwide. It promotes dialogue, cooperation, and the sharing of best practices to foster stable, sustainable, and competitive energy markets.
Kiptoo’s new role not only elevates his personal stature but also signals international recognition of Kenya’s progress in energy reforms and regulatory credibility. “This appointment is not just a personal milestone, but a testament to the strength and credibility of Kenya’s regulatory frameworks and the progress we have made as a country,” Kiptoo said during the announcement. He emphasized the importance of bringing Africa’s voice into global regulatory discussions and championing inclusive and sustainable energy systems.
The appointment follows a string of other influential positions held by Kiptoo. In July 2024, he was elected to lead the Global Clean Energy Promoter Steering Committee of the Regulatory Energy Transition Accelerator (RETA), a group of over 80 regulatory bodies worldwide. In May, he was also re-elected Chairperson of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA).
These roles collectively position Kenya—and EPRA—as a continental and global leader in energy regulation. They provide new opportunities for technical training, knowledge sharing, and access to international best practices.
Kiptoo’s presence at ICER enhances investor confidence in Kenya’s energy sector, particularly in renewable energy and infrastructure. It reinforces the country’s credibility and regulatory stability, attracting both local and international investment.
Furthermore, this appointment ensures that Kenya has a strong voice in international policy-making platforms, enabling the nation to advocate for frameworks that support Africa’s development and sustainability objectives. It’s a strategic win for Kenya, Africa, and the global energy community.
