Head of Public Service Felix Koskei has convened a high-stakes virtual meeting scheduled for Wednesday, aimed at confronting persistent inefficiencies within the public sector. In a memo dated July 24 and seen by The Star, Koskei directed all Principal Secretaries, CEOs, board chairpersons of state corporations, and key departmental heads to attend the mandatory session.
The meeting, described as a critical moment for government leadership, seeks to tackle long-standing concerns around sluggish service delivery, weak oversight, and lack of accountability across public institutions. Officials chairing oversight and revitalisation committees, along with finance, audit, procurement, legal, and HR heads, have also been summoned.
The agenda focuses on improving efficiency and performance in the public service, enforcing prompt corrective action, and ensuring lawful consequences for infractions. The session comes just a week after Koskei met with Principal Secretaries to address similar concerns.
During the previous meeting, Koskei expressed frustration over the public service’s inability to respond adequately despite various policy directives, including the establishment of the Government Efficiency Office through Executive Order No. 1 of 2025. He cited repeated failures to act decisively when systems falter and the lack of accountability for officers responsible for mismanagement.
“These weaknesses have significantly undermined the delivery of timely, quality, and responsive services to Kenyans,” he warned, adding that unchecked impunity and mismanagement have eroded public trust in government institutions.
The Wednesday meeting is expected to chart urgent and actionable steps to enforce discipline, rebuild public confidence, and revitalise performance standards. Key government initiatives, such as achieving zero-fault audit status and boosting productivity in public service, will also be discussed.
Sector-specific goals, including compliance, regulatory revitalisation, and internal efficiency, will be emphasized. Attendees are required to pre-register through the Head of Public Service’s official website.
The meeting underscores the administration’s commitment to aligning public service delivery with the constitutional values of transparency, accountability, and responsiveness as outlined in Articles 10 and 232 of the Constitution.
