Head of Public Service Felix Koskei has reiterated the government’s unwavering commitment to delivering a citizen-centered public service. Speaking during the inaugural ExecutiveKE Caucus convention in Mombasa, Koskei emphasized the need for integrity, accountability, and a results-driven approach in public service delivery.
The two-day event brought together Chief Executive Officers from various government institutions to deliberate on enhancing service delivery, fostering trust, and aligning operations with the Bottom-Up Economic Transformation Agenda (BETA).
Koskei highlighted key pillars necessary for a responsive and transparent public service, including strengthening digital infrastructure, capacity building, promoting inclusive citizen participation, and leveraging technology to curb corruption and enhance transparency.
“I urge you to strengthen peer accountability as you work toward accelerating government delivery and aligning with the Bottom-Up Economic Transformation Agenda as directed by the president,” Koskei stated.
He further urged public sector CEOs to focus on outcomes that prioritize the needs of citizens, noting that institutional consistency and service discipline must be at the core of government operations. “As you lead these institutions, I want to encourage you to focus on outcomes that are citizen-centric and improve the lives of Kenyans,” he added.
The forum also addressed issues of leadership sustainability and post-service welfare for public sector leaders. ExecutiveKE Caucus Chairman Josiah Moriasi urged CEOs to strengthen synergy in implementing priority programs and to push for structured dialogue around the welfare of chief executives during and after their tenure.
“We must face the reality. We serve in positions where reappointments are not guaranteed, even in the face of stellar performance. The welfare infrastructure for CEOs, particularly post-service, remains largely undefined. This void cannot be ignored,” Moriasi noted.
The ExecutiveKE Caucus aims to ensure seamless service delivery across all levels of government while enhancing professionalism, leadership continuity, and performance-based results. The presence of Principal Secretaries and senior officials underscored the government’s seriousness in transforming public service delivery.
Koskei concluded by encouraging public servants to remain focused on their mandate, act with integrity, and uphold a people-first approach to foster development and rebuild public trust in government institutions.
