Kwale County Government has officially launched a Digital Revenue Management System (RMS), marking a significant milestone in its efforts to streamline service delivery and enhance efficiency in revenue collection.
The RMS, introduced by Governor Fatuma Achani’s administration, enables residents and business owners to pay for key county services such as business licenses, parking fees, land rates, market stall rent, and sand and mineral extraction permits digitally. The move is expected to reduce long queues, eliminate paperwork, and end the need for costly travel to county offices.
“For many years, businesspeople and landowners had to travel to Kwale town to make payments, often losing precious business hours in the process,” said Governor Achani during the launch. “The new system brings services closer to the people while boosting compliance and economic productivity.”
With over 14,000 registered businesses already integrated into the system, users can now make payments via Paybill number 338500 and access their records through the RMS portal. County revenue clerk Fauzia Mwaiwe highlighted that the system allows users to view pending payments and generate receipts instantly.
“Previously, traders from remote areas like Lukore, Shimba Hills, and Samburu had to make costly trips to Kwale town. Now, these services are just a few clicks away,” she explained.
To ensure equitable access, the RMS has been devolved to sub-counties including Matuga, Kinango, Samburu, and Lungalunga. Residents in these areas can now access county services without traveling long distances.
Robert Nguma, the county’s ICT officer, explained the simplicity of accessing the platform. “Just type ‘Kwale Pay’ on Google, click ‘Kwale E-pay,’ and fill in your details. You can access all services from anywhere in Kenya.”
Local entrepreneurs have lauded the move. “Before, I had to queue for hours just to renew a business permit. Now, the process is fast and efficient,” said Bakari Menza, a local businessman.
Landowner Zuhura Mohammed and trader Binti Rashid echoed the sentiment, thanking Governor Achani for the innovation. “Once you pay, your receipt comes straight to your email — no more long lines or wasted time,” Binti said.
The RMS represents a step forward in modernizing governance and empowering local businesses in Kwale County.
