The Public Service Commission (PSC) has released the shortlist of candidates for the Chairperson and Member positions of the National Land Commission (NLC), with interviews scheduled for early October 2025.
According to a statement issued on Wednesday, September 24, the selection panel revealed that the shortlisting followed a review of applications submitted by the August 27 deadline. A total of 61 candidates have been shortlisted—10 for the position of Chairperson and 51 for the eight Member slots.
Chairperson Interviews
The 10 shortlisted candidates for the Chair position will face the interview panel on October 1 and 2, 2025.
- On October 1, the panel will interview Rebecca Kavutha Mutia (Kitui), Abdikadir Oman Aden (Garissa), Gilbert William Opanga (Vihiga), Monicah Nanyumuk Chentrich (Nakuru), and Abuga Kennedy Kaunda (Kisii).
- On October 2, interviews will be conducted for Nelly Karimi Mbugua (Meru), Saeed Mutua Mwangi (Kitui), Justa Wavinya Mwangi (Embu), Humphrey Kimani Njuguna (Murang’a), and Abdillahi Sagaf Alawy (Kwale).
Member Interviews
The PSC further confirmed that 51 candidates have been shortlisted for the eight NLC member positions. Their interviews will take place on October 3, October 6–9, and October 13–14, 2025.
Public Participation
In line with transparency, the PSC has invited the public to submit objections regarding any of the shortlisted candidates. Members of the public are required to file credible information through sworn affidavits and submit them by September 30, 2025 via email at nlc2025@publicservice.go.ke or physically to the PSC headquarters at Commission House, Harambee Avenue, Nairobi.
The recruitment process is a critical step in ensuring the NLC continues to play its constitutional role in land management, addressing disputes, and promoting equitable access to land resources across Kenya.
