President William Ruto has called on Members of Parliament (MPs) to use the National Government Constituency Development Fund (NG-CDF) to pay Social Health Authority (SHA) premiums for vulnerable Kenyans.
The Head of State made the announcement on Friday, September 19, 2025, during the launch of the SHA sponsorship program at State House, Nairobi. He praised a number of MPs and governors who have already begun sponsoring disadvantaged groups under the new health scheme.
Support for the Vulnerable
Ruto explained that NG-CDF regulations already allow MPs to use part of the fund to cover premiums for those who cannot pay.
“I want to persuade Members of Parliament. Tuko na mpango wa NG-CDF, wambunge wanaweza kulipia watu ambao hawana uwezo wa kulipa katika constituency zao,” he said.
The President stressed that the move would ensure that all Kenyans, including small business owners and bodaboda riders, can access quality healthcare without worrying about the cost.
Pooling Resources for Health
The SHA sponsorship program is built on the principle of resource pooling. Everyone contributes according to their ability to support those who cannot afford healthcare.
Ruto gave an example of his own contribution, saying he pays Ksh40,000 every month. He added that other senior leaders also take voluntary pay cuts to make the program work.
The scheme covers costly treatments such as kidney transplants, cancer care, and major surgeries. With this support, more Kenyans will receive treatment locally instead of seeking expensive procedures abroad.
Call to Action for MPs and Governors
The President urged legislators and county leaders to take advantage of the NG-CDF framework to help the vulnerable. He emphasized that the law supports this approach.
By combining NG-CDF resources, government contributions, and personal sacrifices from leaders, millions of Kenyans could be insured. This would allow them to access free treatment in both public and private hospitals across the country.
