President William Ruto is set to commission Phase One of the LAPFUND Makasembo Affordable Housing Project in Kisumu on Thursday, May 29, 2025. The event marks a major milestone in the government’s affordable housing agenda and will be jointly presided over by Ruto and former Prime Minister Raila Odinga, signaling bipartisan support for the initiative.
The LAPFUND Makasembo project, launched in 2021, is a collaborative effort between the Kisumu County Government and the Local Authorities Pension Fund (LAPFUND). It sits on an 11.6-acre parcel of land and is set to deliver a total of 1,870 housing units along with 1,754 parking bays upon completion.
Phase One of the project comprises 910 completed housing units, with President Ruto expected to hand over keys to new homeowners during the visit. Construction of Phase Two is already underway, and Phase Three will be launched at the same event to further scale up the housing supply in Kisumu.
The housing units are designed to cater to both low and middle-income earners. The low-cost category consists of 570 units, including one, two, and three-bedroom apartments, supported by 544 parking bays. Meanwhile, the middle-cost segment features 1,300 homes 600 two-bedroom and 700 three-bedroom units with 1,210 parking bays.
In addition to housing, the project includes modern amenities such as preschools, a daycare center, solar energy, boreholes, high-speed lifts, landscaped gardens, and children’s play areas.
President Ruto and Raila Odinga will also commission the Lake Victoria Point Affordable Housing Project in Kirembe and inspect the ongoing Homa Bay Affordable Housing Project, which now has 110 units ready for occupancy.
These developments come just a week after Ruto handed over housing units in Nairobi’s Embakasi South, underlining his administration’s dedication to providing decent, accessible housing for all Kenyans. The projects have also created jobs for local artisans and workers, contributing to economic empowerment in the regions.
