Nairobi Governor Johnson Sakaja has announced a significant reshuffle within his administration, reassigning 10 County Chief Officers in a move he says is aimed at enhancing efficiency and strengthening service delivery across the capital.
In a notice signed on Tuesday, November 18, Governor Sakaja confirmed that Environment Chief Officer Alfred Mosiria has been transferred to head the Citizen Engagement and Customer Service docket. The environment department will now be overseen by Hibrahim Otieno, who previously served as the Chief Officer for Medical Facilities.
According to Sakaja, the changes were made in line with Section 45(5) of the County Government Act, 2012, which empowers governors to reorganize county departments to improve performance.
The reshuffle features several strategic departmental swaps. Godfrey Akumali, formerly in charge of Business and Hustler Opportunities, has moved to Housing and Urban Renewal. Meanwhile, Tony Michale Kimani, who led the Social Services docket, will now head the expanded Social Services and Estate Management sector.
Lydia Mathia, previously the Chief Officer for Housing and Urban Renewal, has transitioned to the Business and Hustler Opportunities department. At the same time, Sande Oyolo has been moved from Digital Economy and Startups to the Medical Facilities docket.
The Digital Economy and Startups department will now be led by Wilson Gakuya, who formerly headed Smart Nairobi. In another key shift, Mache Waikenda has been reassigned from the Mobility sector to the Mobility and AG ICT Infrastructure docket.
Clement Rapudo, who previously managed the Culture, Arts, and Tourism sector, will now lead Smart Nairobi, while Zipporah Mwangi has been transferred to City Culture, Arts and Tourism from Citizen Engagement and Customer Service.
County Chief Officers play a central role in driving county programs. Their responsibilities include managing daily departmental operations, overseeing staff deployment, and ensuring that county policies are effectively implemented. They report directly to the respective County Executive Committee Members (CECMs).
Sakaja’s latest reshuffle signals a renewed push to streamline county operations as Nairobi continues to expand its services and modernize its administrative systems.
