The Principal Secretary for Medical Services, Dr. Ouma Oluga, visited the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) in Kisumu to review the ongoing transition process and assess progress on major infrastructure projects aimed at improving healthcare delivery in the region.
During the visit, Dr. Oluga reaffirmed the government’s unwavering commitment to enhancing access to specialized healthcare, particularly in the area of cancer treatment. He emphasized that the expansion of the Comprehensive Cancer Centre at JOOTRH remains a key priority in the Ministry’s strategy to strengthen referral and research capacity in the Lake Region.
The facility, which has received a government allocation of KSh 100 million, is expected to transform cancer diagnosis, treatment, and research once completed. It will provide quality, affordable, and accessible cancer care services to thousands of patients within Western Kenya and neighboring regions, reducing the need for patients to travel long distances for specialized treatment.
Dr. Oluga called for a review of the structural and implementation plans of the cancer centre to ensure timely completion and adherence to high standards. He noted that the project aligns with the broader national agenda of decentralizing specialized healthcare and ensuring that all Kenyans, regardless of their location, can access quality medical services.
The PS was received by Acting Chief Executive Officer Joshua Okise, Senior Director of Nursing Teresa Okiri, and Senior Director of Administration and Finance Evans Oloo. The leadership team briefed him on ongoing developments at the hospital, acknowledging the Ministry’s continued support in upgrading infrastructure, human resources, and service delivery systems.
Dr. Oluga was also updated on the progress of the hospital’s transition process, including the finalization of Human Resource (HR) instruments that will be submitted to his office within the week. He confirmed that the process of appointing a new hospital board is in its final stages and will soon be concluded to strengthen governance, management efficiency, and accountability.
Reassuring staff, Dr. Oluga stated that all employees continue to enjoy full medical cover during the transition period. He underscored the Ministry’s commitment to ensuring that the welfare and motivation of healthcare workers remain safeguarded as the hospital advances toward full operational transition and improved service delivery.
