The Directorate of Criminal Investigations (DCI) has unearthed a SIM swap scheme involving the mobile line registered to Officer Commanding Station (OCS) Central Police Station, Samson Taalam, who has been in custody since June 15, 2025.
Presenting the findings at the Milimani Magistrate Court on Tuesday, July 22, Inspector Moses Adeli from the DCI headquarters revealed that Taalam’s mobile number had been subjected to an unauthorised SIM swap just a day after his detention. According to the report, the original mobile phone and SIM card were secured by authorities at Lang’ata Police Station and handed over to the Independent Policing Oversight Authority (IPOA) as exhibits.
However, forensic analysis indicated that the SIM card had been replaced through a third-party agency on June 16 and reactivated on another device. Investigators also detected multiple changes to the International Mobile Equipment Identity (IMEI) numbers linked to the number — a tactic often used to obscure the device’s true identity and avoid detection.
“The continued use of the number, despite the owner being in custody and his devices seized, indicates unauthorised access,” stated Inspector Adeli.
Following swift action, DCI officers arrested a suspect believed to be involved in the SIM swap. The individual was arraigned under a miscellaneous application and ordered to be detained for seven days pending further investigation. Detectives recovered three mobile phones, 29 used SIM cards, and 13 unused SIM cards during the arrest. The seized items are undergoing forensic analysis to uncover further leads.
Prosecutors have confirmed that investigations are still ongoing to identify other possible accomplices behind the fraudulent activities involving the OCS’s mobile line. The matter will be mentioned in court next Monday.
