Deputy President Kithure Kindiki has assured the public that the Kenya Kwanza administration has no intention of reversing the progress made under devolution over the past 15 years.
Speaking at the 27th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC) held at his Karen office, Kindiki emphasized that devolution is a deeply entrenched system in the country’s governance structure that no administration can dismantle.
“Nobody has the capacity to roll back devolution. It is so strong that no administration has the capacity to roll back even an inch,” said Kindiki, underlining the government’s commitment to a devolved system of governance.
IBEC provides a platform for consultation between the national and county governments on matters related to finance, budgeting, economic policy, and planning. The session brought together leaders from both levels of government in an effort to enhance collaboration and service delivery.
Kindiki clarified that although the Constitution recognizes one government, executive authority is shared between the national and county governments. He called for cooperation rather than competition, noting that joint efforts are already bearing fruit in sectors like health.
“We are already undertaking some concurrent functions seamlessly. In health, we have the Community Health Promoters and the Taifa Care programmes rolling out without much quarrel. I must commend the governors,” he said.
The Deputy President acknowledged that disagreements between the two levels of government are normal, even in countries with long-established devolved systems like Australia.
He also commended the National Treasury for timely disbursements to counties, stating that Sh387.26 billion—representing 99% of the 2024/2025 allocation—has already been released. The remaining Sh17 billion for June is expected before the fiscal year ends.
Kindiki reaffirmed the administration’s dedication to fostering harmonious intergovernmental relations, with a clear focus on efficient and people-centered service delivery.
The Council of Governors, on their part, called for structured collaboration between all stakeholders to ensure successful project implementation for the benefit of all Kenyans.
