The Ethics and Anti-Corruption Commission (EACC) has cautioned Kisiwa Technical Training Institute Principal, Emmanuel Biketi Wamalwa, against obstructing its ongoing corruption probe at the Bungoma-based institution.
In a letter dated September 25, 2025, and signed by the Commission’s Western Regional Manager on behalf of CEO Abdi Mohamud, EACC said it is investigating allegations of corruption, abuse of office, and theft of public funds at the institute. Mr. Wamalwa has been listed as a person of interest in the case.
According to the Commission, the Principal has allegedly been attempting to frustrate the probe through coercion, threats, and intimidation of staff members perceived to be cooperating with investigators.
“It has come to the attention of the Commission that you are engaging in conduct intended to obstruct and/or interfere with the ongoing investigations. This includes coercion, threats, and intimidation of staff who may be in possession of relevant information,” the letter stated.
EACC further warned that such actions amount to obstruction of justice, which could expose the Principal to criminal and administrative sanctions. Mr. Wamalwa was directed to immediately stop intimidating or discriminating against staff members linked to the investigation.
The Commission emphasized that it will continue with the probe and will not hesitate to enforce the law if interference persists.
Last month, Wamalwa was summoned by the EACC following complaints by the local community and stakeholders, who cited massive financial irregularities under his leadership. Activists and parents have been protesting his continued stay in office, demanding that the Ministry of Education suspend him pending investigations.
The allegations center on tender fraud and misuse of approximately Ksh.15 million in public funds. Protesters also claim that after his interrogation by the EACC, Wamalwa returned to office and allegedly began intimidating junior staff.
The EACC has reassured the public that it remains committed to uncovering the truth and holding accountable those involved in corruption at the institution.
