Machakos Governor Wavinya Ndeti has warned that devolution is facing serious threats under the Kenya Kwanza administration. She accused the national government of sidelining counties and forcing governors into decisions that go against the will of their people.
Call for Respect and Dialogue
Speaking at the University Dons Forum hosted by Wiper leader Kalonzo Musyoka in Yatta, Ndeti said counties must be treated as equal partners in governance.
“Devolution is under threat,” she said. “Governors lead their counties. It is wrong for someone to claim they can do whatever they want, whether we like it or not.”
The event brought together dons from 22 public universities and 30 student leaders. Ndeti urged both levels of government to embrace dialogue, stressing that cooperation is the foundation of good governance.
“You cannot force things down people’s throats. Even with your children, you must talk and agree,” she added.
Governors Feel Targeted
Ndeti echoed concerns raised within the Council of Governors (CoG). She argued that county leaders are unfairly targeted over corruption, while the national government escapes scrutiny.
“Counties receive only 15 percent of the national budget. The central government takes 85 percent, yet governors are the ones being pursued,” she said.
Criticism of the eGP System
The governor also criticized the new Electronic Government Procurement (eGP) system. The platform, which has a Sh700 million budget allocation for 2025/2026, is meant to digitize public procurement.
Ndeti dismissed it as ineffective. “We are told to adopt the system, but it doesn’t work. It failed in Makueni and other counties. It should have been tested properly before being rolled out,” she said.
Retained Devolved Functions
She further faulted the national government for holding on to devolved functions such as agriculture and market development.
“Agriculture is devolved. Why should fertilizer be bought by the national government? Markets are devolved. Why should they still be constructed by the national government?” she asked.
Devolution at a Crossroads
Ndeti concluded by urging respect for counties, saying devolution will only succeed if counties are empowered as equal partners in governance.
