The Independent Electoral and Boundaries Commission (IEBC) has announced significant progress in its ongoing Continuous Voter Registration (CVR) exercise, with over 7,000 new voters added to the electoral roll within the first four days.
According to a statement released on Friday, the commission revealed that between September 29 and October 2, 2025, a total of 7,048 Kenyans registered as new voters. In addition, 259 voters successfully transferred their registration to preferred electoral areas, while eight individuals updated their details.
The CVR exercise, relaunched on September 29, is currently being conducted nationwide, except in constituencies preparing for the November 27 by-elections.
Iris Scan Added as a New Biometric Identifier
In a major technological upgrade, IEBC has enhanced its biometric registration system by introducing iris scanning. Previously, the commission relied on fingerprints and digital photographs for identification.
IEBC Chairperson Erastus Edung Ethekon explained that iris recognition will provide an alternative means of voter identification in cases where fingerprint recognition fails. This step aligns with Section 2 of the Elections Act, which allows various biometric identifiers such as fingerprints, iris and retina scans, DNA, voice waves, hand geometry, and signatures.
Data Protection and Inclusivity
The commission reassured Kenyans that all voter data collected will be handled in strict compliance with the Data Protection Act, 2019. Access is limited to authorized officers, and misuse or unauthorized access will attract legal sanctions.
Ethekon emphasized that the IEBC remains committed to ensuring accessible, transparent, and efficient voter registration services. He urged eligible Kenyans, particularly youth and first-time voters, to take part in strengthening democracy through registration.
The commission has allocated Sh8 billion from its Sh57.3 billion election budget to support the exercise.
As the registration drive continues, the IEBC hopes to boost voter turnout and prepare the ground for credible elections.
