The Independent Policing Oversight Authority (Ipoa) has raised concerns over the welfare of police officers deployed during public protests. Officers face violent crowds and chaotic scenes but are often left without basic support such as food, water, or allowances.
In its “Monitoring Report on Police Response to Public Protests, June and July 2025,” Ipoa paints a grim picture of police working conditions during Gen Z-led demonstrations.
“The Inspector General of Police should allocate sufficient budget to ensure meals, water, and allowances are provided for officers deployed during protests,” the report says.
Rising Police Injuries and Public Tensions
The report monitored protests on June 12, 17, 25, and July 7. By July 23, 171 police officers had been injured. Civilian casualties included 65 deaths and 342 injuries.
Ipoa notes that poor welfare and inadequate staffing affect officer safety and hinder investigations into police misconduct.
Historical Welfare Concerns
This is not the first warning from Ipoa. Its 2022 report on police infrastructure and detainee welfare highlighted rundown stations, insufficient offices, and poorly maintained armouries. Officers in residential areas also lack proper facilities.
Police Conduct Under Scrutiny
The authority also criticized police for unprofessional behavior. Reports of excessive force and refusal to follow the Public Order Act were highlighted, especially during the June 25 protest.
