The Independent Policing Oversight Authority (IPOA) has launched an investigation into the death of Walter Ombewa Odhiambo, a suspect who was found dead in a police cell in Aram, Siaya County. Odhiambo, who had been arrested earlier on Friday, July 11, for allegedly defiling a 14-year-old girl, was discovered hanging from ventilation grills using a drawstring from his jacket.
According to police, Odhiambo was the sole occupant of the cell at the time of his death. A police officer reportedly made the grim discovery while delivering food to the detainee. Following standard procedure, senior officers visited the scene and informed IPOA, which has taken up the matter as part of its mandate to investigate deaths in police custody.
The body was moved to a local mortuary for postmortem examination as investigations continue to determine the exact circumstances surrounding the incident.
Odhiambo’s death has added to a growing list of controversial custodial deaths in Kenya, which have sparked widespread public concern and scrutiny of police procedures. The most notable recent case involves Albert Ojwang, a teacher and blogger who died in custody at the Nairobi Central Police Station on the night of June 7.
Ojwang, arrested in Homa Bay over allegations of publishing false information, was later found dead in his cell. An autopsy and witness statements pointed to signs of physical assault. Six people, including the Officer Commanding Station (OCS) Samson Kiprotich Talaam, two police constables, and three civilian detainees, have since been charged with Ojwang’s murder. Court documents allege that Ojwang was killed between 9:30 p.m. and 2:00 a.m., with the civilians reportedly enlisted by officers to participate in the fatal beating.
These incidents have intensified public outcry over the safety and treatment of individuals held in police custody. IPOA, alongside other oversight bodies, has reiterated its commitment to holding those responsible accountable and ensuring justice for victims and their families.
Kenyans continue to demand urgent reforms within the police service to guarantee the protection of detainees’ rights and to restore public trust in law enforcement institutions.
