Isiolo Governor Abdi Guyo is set to face the Senate plenary next week in a crucial showdown to determine his political fate, following his impeachment by Members of the County Assembly (MCAs). Senate Speaker Amason Kingi confirmed that the case will be heard by the full House on Tuesday, July 8, and Wednesday, July 9, 2025.
This development comes after a motion to form an 11-member special committee to probe the matter failed in the Senate. Senate Majority Whip Boni Khalwale had tabled the motion on behalf of the Majority Leader, but it was not seconded by Minority Leader Stewart Madzayo, automatically sending the matter to plenary.
“The motion having been negatived, the route of a special committee is abandoned,” said Speaker Kingi. “This implies the Senate will now investigate the proposed removal from office of Isiolo Governor Abdi Guyo through plenary.”
The impeachment process has, however, been mired in legal controversy. Justice Heston Nyaga of the Isiolo High Court earlier declared the impeachment process null and void, citing non-compliance with a conservatory order issued on June 16 that halted the Assembly’s actions.
Despite the court order, 16 out of 18 MCAs reportedly met on Thursday last week and voted unanimously to impeach Governor Guyo. The Governor has argued that he was not formally invited to respond to the allegations and has since filed a fresh petition challenging the process.
Legal questions have also emerged regarding the venue of the impeachment proceedings. Reports suggest the MCAs may not have convened in the official County Assembly chambers, nor was an alternative venue gazetted as required by law.
Governor Guyo’s legal team, led by lawyers Eric Theuri and Elias Mutuma, has filed a contempt of court application against the Assembly leadership. Justice Nyaga has summoned Speaker Mohamed Roba and the Clerk to appear in person on June 30 to explain their actions.
As the Senate prepares to deliberate the impeachment, the legality of the process remains under intense scrutiny, setting the stage for a dramatic constitutional and political contest.
