Oloosirkon Ward Member of County Assembly (MCA) Marush Stephen Rais Kisemei has been arraigned in court over serious allegations involving obstruction of justice, misuse of a firearm, and creating a public disturbance.
According to the Directorate of Criminal Investigations (DCI), the case stems from an incident on December 4, 2023, in Ngurunga, Emakoko, where police officers from the Oloosirkon Police Station were dispatched to arrest suspects linked to an assault and malicious damage case.
Upon the successful arrest of one suspect, identified as Soipen Samuel, the situation escalated dramatically. Kisemei allegedly arrived at the scene accompanied by a group of over ten individuals armed with sticks and knives. The group reportedly attacked the lone police officer who had been assigned to guard the arrested suspect, managing to overpower him and facilitate the suspect’s escape.
The DCI further reported that the MCA was armed with a pistol and played a central role in the confrontation. He is accused of threatening the officers and leading the group in attacking a police vehicle. The altercation prompted two other officers, who had been conducting searches inside a nearby house, to rush out and intervene in an effort to rescue their colleague and disperse the attackers.
In the wake of the incident, investigations were taken over by DCI Isinya, which completed its findings and submitted a file to the Office of the Director of Public Prosecutions (ODPP). After reviewing the evidence, the ODPP approved charges against Kisemei.
The MCA has since been charged with three serious offences: misuse of a firearm, willfully obstructing a police officer from executing his duty, and creating a disturbance in a manner likely to cause a breach of peace.
The case has raised concerns over elected leaders interfering with law enforcement operations. It also underscores the risks faced by police officers on duty, especially in volatile environments where suspects may enjoy protection from influential figures.
Kisemei is expected to respond to the charges in court as the legal process unfolds. Authorities have reiterated their commitment to ensuring that justice is served, regardless of an individual’s political position.
