Kitui Governor Julius Malombe has warned that Kenya’s new electronic procurement (e-procurement) system could disrupt county operations if implemented too quickly.
Speaking in Mombasa on September 6, 2025, Malombe noted that only four institutions have been successfully onboarded. This limited rollout is causing confusion and operational challenges across government entities.
“Electronic government procurement system… has caused a lot of confusion because only four institutions have been onboarded to that system,” he said.
Counties Face Operational Challenges
Most ministries, departments, agencies, and county entities, including water service providers, have not joined the system. Malombe said this is creating difficulties for both national and county governments.
“All other ministries, departments, agencies, and county entities, including water companies, have not been onboarded, and it is causing difficulties,” he explained.
Support for the System, but Caution Needed
Malombe clarified that counties support the e-procurement system but want it implemented properly. They aim to avoid any negative effects on devolution.
“We are not resisting the system, but we don’t want it to undermine devolution,” he added.
Training and Integrity Are Key
The Governor emphasized that digital systems are only as effective as the people managing them. Proper training and honesty are essential.
“If you automate processes, efficiency improves only if people are trained and ethical,” Malombe said.
He concluded: “Every digital system is operated by humans. We need them to be trained, honest, and of integrity as we move forward.”
