Chief of Staff and Head of the Civil Service, Felix Koskei, has directed all public servants to attend mandatory online training aimed at tackling inefficiency, impunity, and corruption within the civil service. The directive requires officers to log into a Zoom platform provided for the sensitisation sessions, which will run for two weeks.
The initiative, which began on October 29, 2025, and will conclude on November 12, 2025, is designed to remind public servants of their responsibilities in promoting accountability, discipline, and transparency. According to a circular from Koskei’s office, the exercise will serve as a forum for reiterating the roles of officers in addressing misconduct and inefficiency across government institutions.
A document signed by Athur Osiya on behalf of Koskei, and copied to all Cabinet Secretaries and the Attorney General, states that participants must register prior to the sessions. Upon registration, each officer will receive a link to join the virtual meetings. Details of registration are available on the Chief of Staff and Head of Public Service portal at www.headofpublicservice.go.ke from Monday, October 27, 2025.
Public officers are also required to provide group particulars, including names, designations, and their respective public entities, which must be shared in the meeting chat to ensure accurate recording of attendance.
The first cohort, which attended last week, was trained on the responsibilities of duty bearers to ensure zero-fault audit status ahead of the 2024/25 audits by the Auditor General. This group included members of ministerial audit committees, heads of internal audit from state departments and agencies, and members of public finance management committees, excluding Principal Secretaries.
On October 30, a second group was guided through the revised bi-annual reporting tool for Regulatory Authorities and Agencies (RAAs), with agencies expected to submit reports following the training.
