The Office of the Director of Public Prosecutions (ODPP) and the National Police Service (NPS) have reaffirmed their dedication to fostering closer cooperation to ensure effective and constitutionally sound justice delivery in Kenya.
This call was made during a one-day stakeholders’ forum held in Mombasa, where ODPP Coast Regional Coordinator Peter Kiprop underscored the importance of collaboration between prosecutors and investigators. Kiprop noted that prosecutors are not merely courtroom litigators but also play a pivotal role in guiding investigations to uphold the rule of law and protect constitutional rights.
“Prosecutors must ensure that investigations are not only thorough but also legally sound, safeguarding the rights of all parties involved, including suspects,” Kiprop stated. He further emphasized the need for professionalism and public trust in the justice system, particularly at a time when an increasingly informed public is demanding transparency and accountability.
His remarks were echoed by Chief Inspector Quinto Makio, head of the Coast Regional Training College, who stressed the necessity of teamwork and mutual respect between law enforcement officers and prosecutors. Makio noted that professional collaboration is essential for delivering justice and maintaining public confidence in the criminal justice system.
Makio encouraged investigators to conduct high-quality investigations and to be receptive during the Decision to Charge (DTC) process, where prosecutorial feedback is critical. He emphasized that openness and constructive engagement would lead to stronger cases and more efficient prosecutions.
During the forum, both ODPP and NPS officials acknowledged the ongoing challenges within the justice system, including delays in processing advisory files and case backlogs. Participants agreed that while swift justice is important, it should not come at the expense of due process.
They warned against rushed decisions that could undermine legal proceedings and lead to failed prosecutions, calling for patience, diligence, and respect for procedure.
The meeting concluded with a joint commitment to deepen institutional partnerships, promote accountability, and enhance justice delivery for all Kenyans. The renewed cooperation between the ODPP and NPS is expected to lead to improved case outcomes and greater public confidence in the criminal justice system.
