President William Ruto has appointed retired Lieutenant General Adan Mulata as the new non-executive chairperson of the National Youth Service (NYS), replacing Lieutenant General Njuki Mwaniki. The appointment, which is set to last for three years, was announced through a Gazette Notice dated May 23, 2025.
Mulata, the founder of the Peace Prospect Institute-Africa (PPI-Africa), brings to the role a wealth of experience in security and policy matters. PPI-Africa is a Nairobi-based independent policy research and consultancy firm that addresses issues of state fragility, conflict, and instability across Africa. The institute works to influence policy-making in the areas of peacebuilding, security, defense, and regional integration.
The changes come as part of a broader restructuring of state corporations by President Ruto and various Cabinet Secretaries.
In the same notice, Ruto revoked the appointment of Joseph Kimani Machiri from the State Corporations Advisory Committee and replaced him with John Mwangi Karondo, who will also serve a three-year term.
Interior Cabinet Secretary Kipchumba Murkomen appointed Meldah Adung as an analyst under the Narcotic Drugs and Psychotropic Substances (Control) Act. Defence CS Soipan Tuya appointed Simon Mwacha as a board member of Kenya Shipyards Limited.
Agriculture Cabinet Secretary Mutahi Kagwe made several appointments to the Agricultural Finance Corporation (AFC) board, naming Kenneth Ndung’u Mburu, Joshua Koskei, Joyce Kioko, and Bernard Wakhungu as new members. He also reappointed Hassan Mohamed Haji.
At the Nyayo Tea Zones Development Corporation, Kagwe named Malika Omar, Geoffrey Wachira Mahinda, Manyone Matunke David, and Patrice Chumba to the board. The Pyrethrum Processing Company also received new board members Paul Munyiri Kaguamba and Milton Luchiri.
Additional appointments include Judy Ngene to the Kenya Agricultural and Livestock Research Organisation, Mohamed Noor to the Pest Control Products Board, Silas Kilingo to the Kenya Plant Health Inspectorate Service Board, and Edward Musebe to the board of trustees of the Commodities Fund.
These sweeping changes reflect the government’s ongoing efforts to enhance efficiency, governance, and strategic direction across state agencies.
