President William Ruto has issued four major directives following the death of former Prime Minister Raila Odinga, who passed away on Wednesday, October 15, 2025. The President said the measures are aimed at honouring the late opposition leader’s lifelong dedication to democracy, unity, and justice in Kenya.
In a televised national address, Ruto described Raila as a “patriot who gave his all for Kenya’s democratic journey” and assured Kenyans that his government would ensure Raila is laid to rest with dignity and respect.
1. Seven Days of National Mourning
President Ruto declared a seven-day period of national mourning beginning immediately. During this time, Kenyans are encouraged to reflect on Raila Odinga’s immense contribution to the nation. The mourning period will continue until sunset on the day of his interment.
2. State Funeral with Full Military Honours
Raila Odinga will be accorded a State Funeral, complete with military honours and full State protocols. The President said this recognition is a testament to Raila’s lifelong service and his pivotal role in shaping Kenya’s political history.
3. National Flag to Fly at Half-Mast
The President also directed that the national flag be flown at half-mast at State House, public buildings, military bases, and diplomatic missions across the world until Raila’s burial. The directive extends to all naval vessels belonging to Kenya, symbolising the nation’s collective grief and respect.
4. Suspension of Flags on Official Vehicles
In a mark of solidarity, all senior government officials including the President, Deputy President, Chief Justice, Cabinet Secretaries, and Speakers of Parliament will refrain from flying the national flag on their official vehicles until Raila’s interment.
President Ruto concluded his address by urging Kenyans to remain united during this difficult time, saying Raila’s passing is not only a loss to his family but to the entire nation. He called on citizens to honour Raila’s legacy through peace, patriotism, and unity.
