President William Ruto has made a series of new appointments to key state corporations, reshuffling leadership in three major agencies the Gambling Regulatory Authority, the National Water Harvesting and Storage Authority, and the National Council for Population and Development (NCPD).
According to a Gazette notice dated October 24, 2025, Ruto appointed Joseph Kirui Limo, the former Kipkelion East MP, as the Non-Executive Chairperson of the Gambling Regulatory Authority under the new Gambling Control Act, 2025.
Limo’s appointment takes effect immediately and will run for three years. His appointment comes with the revocation of Jane Mwikali Makau’s tenure as the previous chairperson of the authority, a role she had held since 2022.
“In exercise of the powers conferred by section 7(1)(a) of the Gambling Control Act, as read together with section 51(1) of the Interpretation and General Provisions Act, I appoint Joseph Kirui Limo to be the Non-Executive Chairperson of the Gambling Regulatory Authority for a period of three years,” the Gazette notice read.
In the same notice, Ruto reassigned Jane Mwikali Makau to a new position as Non-Executive Chairperson of the National Water Harvesting and Storage Authority under the Water Act (Cap. 372). Her term also begins on October 24, 2025, and will run for three years.
Additionally, Ali Wario was appointed as the Non-Executive Chairperson of the National Council for Population and Development (NCPD), replacing Gen. (Rtd.) Julius Waweru Karangi, whose appointment was revoked.
In other appointments, Public Service Cabinet Secretary Geoffrey Ruku named Emma Wambui Mbugua, Anne Derasso Illo, Fredrick Odumo Nying’uro, and Valarie Angela Akinyi Lomosi as new members of the Gambling Regulatory Authority’s Board of Directors.
These appointments reflect Ruto’s continued effort to align leadership across key public institutions with his administration’s policy and governance goals.
