President William Ruto and ODM leader Raila Odinga have unveiled a five-member committee to spearhead the implementation of their March 7, 2025 Memorandum of Understanding (MoU). The committee will drive a 10-Point Agenda and oversee the full rollout of the National Dialogue Committee (NADCO) Report.
Chaired by former Nominated Senator Dr. Agnes Zani, the committee includes Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo. A Joint Secretariat, co-led by executive secretaries from the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM), has also been established to support the committee’s work.
The MoU, signed at the Kenyatta International Convention Centre (KICC), outlines a comprehensive national reform agenda intended to foster unity, inclusivity, and good governance. According to a joint statement issued on August 6, the two parties pledged to implement the NADCO report in full, promote inclusivity in public life, strengthen devolution, protect youth livelihoods, and uphold leadership and integrity.
Further commitments include respecting the right to peaceful assembly, tackling national debt, fighting corruption, reducing public resource wastage, and safeguarding the rule of law and constitutional order.
The committee will begin work immediately and submit bi-monthly progress reports to President Ruto and Raila Odinga, while quarterly updates will be delivered to a joint Kenya Kwanza–ODM Parliamentary Group. This group will hold its inaugural sitting on August 18, 2025.
In an effort to ensure broad-based legitimacy, the committee will engage with a wide array of stakeholders including government institutions, independent commissions, civil society, religious leaders, and the private sector to reflect the needs and aspirations of all Kenyans.
The initiative will be jointly funded by UDA and ODM, with a final comprehensive report set for public release on March 7, 2026, marking the MoU’s first anniversary.
This latest development signifies a rare moment of collaboration between the two political heavyweights, aiming to address long-standing national challenges through dialogue and shared responsibility.
