Lawmakers allied to President William Ruto and Azimio leader Raila Odinga have reached a bipartisan agreement to fully implement the National Dialogue Committee (NADCO) report, which proposes major constitutional and governance reforms, including the reintroduction of the offices of Prime Minister and Leader of the Official Opposition.
The announcement was made by Suna East MP Junet Mohamed during the burial of the late former Prime Minister at the Jaramogi Oginga Odinga University of Science and Technology (JOOUST) in Bondo. Junet revealed that once Parliament resumes next week, the House will prioritise the implementation of the NADCO recommendations.
“I have my colleagues, Kimani Ichung’wah and Aaron Cheruiyot, who are part of the NADCO committee. We have decided as Parliament that when we go back in a week’s time, we will implement the NADCO report fully,” said Junet.
The NADCO report was the outcome of months of bipartisan talks co-chaired by National Assembly Majority Leader Kimani Ichung’wah and Wiper Party leader Kalonzo Musyoka. The dialogue aimed to reduce political tensions following the disputed 2022 General Election.
Among its key recommendations are the creation of the Prime Minister’s office, appointed by the President and approved by Parliament, and the formal establishment of the Office of the Leader of the Official Opposition, to enhance checks and balances in governance.
Other notable proposals include a comprehensive audit of the 2022 election, the reconstitution of the Independent Electoral and Boundaries Commission (IEBC), and measures to address the high cost of living.
Junet, however, did not mention Kalonzo’s contribution to the process, even as he assured ODM supporters that the party would remain strong after Raila’s death.
“In 2027, ODM will either form the government or be part of the coalition that does,” he affirmed, urging unity within the party and across the Azimio coalition.
