Public Service, Human Capital Development, and Special Programmes Cabinet Secretary Geoffrey Ruku has directed the immediate enforcement of suspension letters issued to three senior managers at the National Youth Service (NYS), citing the need to uphold accountability and discipline within the government agency.
Speaking at the NYS headquarters in Ruaraka during the official handover ceremony of the NYS Council Chair, CS Ruku underscored the importance of integrity and professionalism in public service. “Articles 10 and 232 of the Constitution are clear on the need for a public service rooted in integrity, accountability, and professionalism,” he stated. “Public officers must ensure efficient and effective use of resources, uphold transparency, and serve all Kenyans fairly and responsively.”
Ruku stressed that NYS, a taxpayer-funded institution, must be shielded from individuals seeking personal gain at the expense of public interest. He warned that those found guilty of mismanaging public funds would be held accountable and have no place in the agency.
The Cabinet Secretary further called on the NYS Council to intensify efforts to commercialise the institution, asserting that doing so would support the government’s target of recruiting and training 100,000 youths annually by 2027. “As a Ministry, we will fully support commercialisation efforts. This move will significantly increase the number of young people we train each year,” he noted.
In line with President William Ruto’s directive to safeguard public resources, Ruku revealed plans to propose amendments to the NYS Act in Parliament. The proposed legislation will enhance collaboration between the Ministry of Public Service and the Ministry of Sports, aiming to support talented youth who may not enter NYS programs directly.
“Moving forward, we will realign NYS to establish memoranda of understanding between the Ministry of Public Service and the Ministry of Sports. This will allow us to leverage existing facilities and train other deserving young Kenyans,” he added.
The event also marked a leadership transition at NYS, with Lt. Gen. (Rtd) Adan Mulata taking over as the new Council Chair from Lt. Gen. (Rtd) Njuki Mwaniki, who completed two terms of service
