Factory owners in Bangladesh’s ready-made garment (RMG) sector have expressed strong opposition to the RMG Sustainability Council’s (RSC) decision to broaden its complaints mechanism. Set to take effect on 16 November 2025, the new framework extends beyond occupational safety to include concerns over wages, contract fairness, freedom of association, child and forced labour, and workplace discrimination.
Concerns from Factory Owners
Many manufacturers argue that the expanded mandate could complicate daily operations and add regulatory burdens, potentially affecting production efficiency and costs. An anonymous factory owner noted, “The industry is already navigating complex international compliance standards. Expanding the complaints mechanism further may create operational challenges without necessarily improving outcomes on the ground.”
RSC’s Rationale
The RMG Sustainability Council stated that the expansion is aimed at strengthening labour rights and ethical standards across the sector. By addressing broader social and contractual issues, the council hopes to improve transparency, worker protections, and Bangladesh’s international reputation for apparel exports.
A spokesperson for the RSC said, “The new framework ensures that factories not only meet safety standards but also uphold fair treatment, equality, and lawful labour practices.”

Bangladesh is one of the world’s largest exporters of ready-made garments, making adherence to international labour standards critical for global market access. Analysts note that while the expanded complaints mechanism may increase regulatory oversight, it could also strengthen trust with international buyers who increasingly prioritize sustainable and ethical supply chains.
