Kenya and the Dominican Republic have signed a key Memorandum of Understanding (MoU) to support the ongoing Multinational Security Support Mission (MSSM) in Haiti, underscoring a growing partnership aimed at restoring stability in the crisis-hit Caribbean nation.
The agreement, announced following historic bilateral political consultations in Santo Domingo, was signed by Kenya’s Prime Cabinet Secretary and Foreign Affairs Cabinet Secretary, Musalia Mudavadi, and Dominican Foreign Minister Roberto Alvarez. The MoU outlines protocols for medical evacuation, repatriation of wounded or deceased personnel, and logistical access to Dominican territory for Kenyan forces deployed in Haiti.
Kenya has deployed over 600 police officers as part of the UN-backed MSSM, now in its second year. The mission, tasked with supporting Haiti’s national police, has faced mounting security and logistical challenges amid ongoing gang violence. So far, at least 20 Kenyan personnel have received medical treatment in the Dominican Republic, highlighting the importance of the new cooperation.
Mudavadi hailed the agreement as a testament to Kenya’s commitment to the Haiti mission, emphasizing the need to prioritize the safety and well-being of personnel. “This partnership reflects the value of regional cooperation in achieving sustainable peace,” he said.
Minister Alvarez echoed the sentiment, stressing the Dominican Republic’s dedication to offering dignified support to those risking their lives for regional security. “We are proud to support a noble cause and stand by those committed to Haiti’s future,” he stated.
Both leaders voiced concern over the inadequate logistical support available to MSSM personnel, urging the international community to honor and increase pledged contributions. They also advocated for the transformation of the MSSM into a hybrid mission under the UN, which would ensure sustainable and predictable operational support.
Additionally, the two officials signed an agreement for diplomatic training exchange between their respective foreign service academies, further strengthening bilateral ties.
Following his Dominican Republic visit, Mudavadi will travel to Brazil from May 15–16 for bilateral talks focused on enhancing cooperation in trade, investment, agriculture, and political dialogue.
