Kenya’s newly appointed Consul-General to Haiti, Noor Gabow, has made a significant visit to the Multinational Security Support (MSS) Mission team in Port-au-Prince, marking his first official engagement with the Kenyan forces deployed to the Caribbean nation. His visit comes as the United Nations intensifies lobbying efforts in New York for the renewal and further funding of the mission’s mandate.
Gabow, a seasoned police officer and former Deputy Inspector General of the Administration Police, was formally received last week as Kenya’s first Consul-General to Haiti. On Monday, July 22, he paid a courtesy call on MSS Force Commander Geoffrey Otunge, a former junior colleague, to discuss the mission’s progress and challenges.
Kenya leads the UN-backed MSS Mission, which aims to restore security in Haiti by confronting heavily armed gangs that have destabilized the capital, Port-au-Prince. Over 800 Kenyan police officers have been deployed since their arrival on June 25, 2024, for a one-year operation. Despite early successes, including the liberation of the country’s main port, highway, and hospital from gang control, the mission has faced hurdles due to inadequate funding.
In his address to the troops, Gabow conveyed greetings from President William Ruto and the people of Kenya, commending the officers for their professionalism and discipline. “He sincerely appreciated the personnel for the utmost professionalism and discipline that they have exhibited,” a statement from the Consulate read.
Gabow encouraged collaboration between the diverse contingents in the MSS and urged support for the Haitian National Police to foster long-term stability. He also reassured the troops of full consular support during their mission.
This visit comes amid stark warnings from UN officials about the deteriorating situation in Haiti, with fears of a potential “total collapse” of state authority in Port-au-Prince as gang violence intensifies. As diplomatic efforts continue at the UN for mandate renewal and additional funding, Gabow’s presence underscores Kenya’s commitment to the mission and to restoring peace in Haiti.
