The White House has released details of President Donald Trump’s “Comprehensive Plan to End the Gaza Conflict”, a 20-point proposal that seeks to halt hostilities and rebuild the war-torn enclave. Speaking alongside Israeli Prime Minister Benjamin Netanyahu, Trump declared that a deal to end the fighting was “beyond very close.”
According to the plan, Gaza would become a “deradicalized, terror-free zone” that no longer threatens its neighbors. The first step calls for an immediate ceasefire and freezing of existing battle lines. Hamas would be required to lay down its arms, surrender offensive weapons, and release 20 Israeli hostages along with the remains of more than two dozen others within 72 hours.
In exchange, Israel would release hundreds of Palestinian detainees. Once both sides comply, humanitarian aid would begin flowing immediately into Gaza.
A key feature of the plan is the establishment of a temporary “technocratic, apolitical Palestinian committee” to govern Gaza, under the supervision of a new international body called the Board of Peace, to be headed by Trump himself. The plan explicitly excludes Hamas from any role in future governance.
Israel has accepted the proposal, but Hamas has not. Netanyahu emphasized that if Hamas rejects the plan or fails to honor its commitments, Israel is prepared to act militarily. “This can be done the easy way or the hard way, but it will be done,” he warned.
The plan also outlines an economic development initiative to rebuild Gaza and stresses that Israel will not occupy or annex the territory, instead withdrawing its forces in stages. It leaves open the possibility of an eventual Palestinian state, a detail likely to spark debate in the wider Middle East.
Netanyahu hailed the proposal as a critical step not only to end the war in Gaza but also to create conditions for broader regional peace.
